Regional Expert

Qualification of Regional Expert

The Regional Expert should have qualifications as follows:
1)            should be recognised of his/her expertise and being recommended by the respective Customs Administration;
2)            should have received the relevant training from the accredited institutions (including Customs Academy/Training Center); and/or preferably have experience in delivering a lecture; or have (mastering) the knowledge gained by implement/develop/maintain key issues/initiatives/strategies in his/her respective country, e.g Single Window and other Customs related tools, proven by his/her track record; and
3)            has the competency in English.

Expert who has qualified as the WCO Pre-Accredited Expert shall be included in the List Regional Expert.

Authorised Economic Operator (AEO)
1. Mr Moh. Firstananto Jerusalem

Mr Jarusalem has been working for Directorate General of Customs and Excise (DGCE) for 24 years. His experiences are mainly related to management information system. He was obtained WCO Pre-Accredited Expert in AEO on November 2014.

2. Mr. Dicky Hadi Pratama
Mr Pratama has been working for DGCE for 21 years. He is currently worked as Head of Export Section I on Directorate of Customs. His latest educational background is Doctor of Philosophy (PhD) on Supply Chain and Logistics from Victoria University, Melbourne, Australia. He was involved in several international policy developments, such as i) study on the implementation of Authorized Economic Operators (2012-2014); ii) study on the development of the legal basis of IPR enforcement in Indonesian Customs administration (2012-2014); iii) feasibility study on the implementation of Container Control Program as proposed by the United Nations on Drugs and Crime (2012-2014); iv) comparative study of national Customs procedures in comparison with the Revised Kyoto Convention as recommended by the World Customs Organization (2011-2012); v) Study on the accession of Istanbul Convention on temporary importation procedures as recommended by the World Customs Organization (2012-now); and vi) translation of Customs and Excise laws into English (2011).

Data Model
Mr Khilmi Mubarok

Mr Mubarok has been working for DGCE for 19 years. He is currently worked as Head of Information System Development Section III on Directorate of Information on Customs and Excise. His experiences are mainly related to management information system. He was obtained WCO Pre- Accredited Expert in Data Model in February 2018.

Single Window
Mr Tagara Primadista

Mr Primadista is a Customs Specialist on Information Technology at Directorate General of Customs and Excise, Ministry of Finance of Indonesia and a WCO Pre-Accredited Expert on Single Window Environment from April 2018. He graduated from the University of Indonesia, with a bachelor degree in Economics in 2013. Before graduated, he already worked at DGCE from 2006 in the Directorate of Customs and Excise Information and Technology on multiple roles, ranging from the tester, programmer, system analyst, business analyst and right now on IT Operation since 2016.

Post-Clearence Audit (PCA)/ Transfer Pricing Knowledge as a Necessity in PCA
Mr Heru Hardjanto Adi Pradopo

Mr Pradopo has been working for DGCE for 25 years. With his educational background of economics and management, his experiences are mainly related to Audit Implementation. He is currently worked as Customs Audit Supervisor on Directorate of Customs and Excise Audit. He is also a resource person at certain national and global forums related to PCA and temporary lecturer in many PCA Course and Training in Indonesia Customs and Excise Training Center-Jakarta since 2014.

Customs Valuation
Mr Henry Imanuel Sinuraya

Mr Sinuraya obtained the WCO Scholar in 2010, with a strong professional focus in Public Finance and International Customs Law and Master degree from Graduated Institute for Policy Studies – Tokyo Japan. He was a Customs Specialist at Tanjung Priok Customs and Excise Prime Office and Customs and Excise Prime Office of Soekarno-Hatta, mainly related to Customs Valuation. He had also been a team leader conducting research and compiling valuation database at Tanjung Priok Customs and Excise Prime Office. He has been active in conducting research under the programme WCO Fellowship in 2014 and had submitted research as a Reform Recommendation for Indonesian Customs Administration in the field of Customs Valuation. He has also been active as a speaker on CV Workshop by presenting “Customs Valuation on Related party transaction and Transfer Pricing” in 2017 and participated in Workshop organized under WCO on Customs Valuation in 2017 and also National Train- the –Trainer workshop organized by WCO in 2018.

Rules of Origin
1. Mr Widia Ariadi

Mr Ariadi  has been working for DGCE for 21 years. He is currently worked as Head of Customs and Excise Section on Customs and Excise Prime Office of Soekarno-Hatta. He is resources person at certain national and global forums related to Trade Facilitation. His involvement in international course/workshop mostly related to origin determination and rules of origin. He has participated on WCO Accreditation Workshop for Expert Trainers on Rules of Origin for the WCO Asia/Pacific Region in 2018.

2. Ms Kusuma Santi Wahyuningsih
Mr Wahyuningsih has been working for DGCE for 27 years. She is currently worked as Head of Internal Compliance Division on Customs and Excise Regional Office of Bali, West Nusa Tenggara and East Nusa Tenggara. Her involvement in Training, Seminar, International Meeting as keynote speaker or participant mostly related to AEO, customs valuation and rules of origin. She also has been participated in Regional Training for Trainers on AANZFTA Rules of Origin organized by ASEAN Australia New Zealand Free Trade Area Economic Cooperation Work Programme (ECWP) in 2013 and National Train-The-Trainers Workshop On Rules Of Origin, held by WCO in 2018.

3. Mr Eko Yulianto
Mr Yulianto has been working for DGCE for 17 years. He is currently worked as Head of Regional III Section on Directorate of International and Public Affairs. He has been Customs Specialist at Tanjung Priok Customs and Excise Prime Office from 2014-2017 and has experience in the field of Rules of Origin and Customs Valuation.

Human Resource Management/Human Resource Development
Ms Leni Nurlaeni

Ms Nurlaeni has 26 years working experiences in customs administration related to international customs and trade relations. With her educational background of finance and human resources management, Leni has cooperated and closely reputable working with the WCO and some international organizations, to promote global capacity building programs and tools through customs organizational and professionalism, including SDGs project of gender equality and diversity. Leni is also been performing spokesperson at certain national and global forums, a lecturer at several national academic institutions, and enjoying her voluntary coaching role for young communities to support global future leaders.

Intelligence
Mr Khoirul Hadziq

Mr Hadziq has been working for customs for 23 years. Currently, He is a Head of Restriction, Prohibition, and Transnational Crime Intelligence Section on Directorate of Enforcement and Investigation. He has followed WCO Sub Regional Train the Trainer Workshop on Small Arms and Light Weapons (SALW) and certified as an expert on Small Arms and Light Weapons (SALW) since August 2018. Moreover, He became a National Contact Points for Small Arms and Light Weapons and Regional Intelligence Liaison Office (RILO). He also has been invited to be a speaker at 38th Session of the Enforcement Committee (EC).

Marine Customs
Mr Asep Ridwan Ruswandi

Mr Ruswandi has been working for DGCE for 22 years. His experiences are mainly related to customs enforcement. Currently, He is a Head of Marine Patrol Planning and Evaluation Section on Directorate of Enforcement and Investigation. His training experiences mostly related to vessel search and maritime security.

Advance Ruling
Ms R. Eha Salhah

Ms Salhah has been working for DGCE for 22 years and her experiences are mainly related to customs procedures and classification. Since 2018 she has been worked as a permanent lecturer in Indonesia Customs and Excise Education Training Center-Jakarta. Her training/seminar/workshop participation is mainly related to chemical analysis, customs classification and advance ruling for customs valuation, such as the 2nd Regional Train the Trainers Training on Origin Determination under The Project of “ASEAN-Japan Capacity Building Program to strengthen the implementation of Preferential Rules of Origin in 2015; The course on The Experts Workshop on Harmonized System for WCO Asia Pacific Customs Officials in 2015; Regional Train The Trainers Workshop on Implementation of The AHTN 2017 in 2016; and Workshop on Advance Ruling for Customs Valuation, Tariff Classification and Rules of Origin in 2016.

Mr Sinpaseuth has been selected by the WCO to be the Pre-WCO accredited Legal Advisor on IPR since May 2019.

Malaysia

Single Window
Dr Ramlah Mukhtar – Senior Assistant Director of Customs I

Dr Mukhtar has been working for RMCD for 27 years. Currently, she is the Head of Import Unit, responsible for monitoring and managing the implementation of import, transit and transhipment formalities or procedures for effective customs clearance and efficient border control. She is also responsible as the Chair of ASW Technical Working Group for ASEAN single window project. She has also been involved in the relevant initiatives under WTO TFA commitment. She has been pre-accredited as single window expert since 25 June 2018.

Illegal Wildlife Trade (IWT)
Mr Anuar Ibrahim – Head of Program at Department of Leadership Studies, AKMAL Melaka
Mr Ibrahim has a total of 22 years’ service with Royal Malaysian Customs (15 years’ service in the enforcement division and 7 years’ service in the various division), obtained WCO Pre- Accredited Expert in IWT/CITES on 20 June 2018. He is also as a Member and Person in charged at Operational Coordination Unit (OCU) – WCO Brussel during PRAESIDIO Operation 18th February until 3rd March 2019, facilitator for WCO PRAESIDIO Operation Closeout Meeting on 21-22 March 2019, and trainer MQA accredited by Malaysian Qualification Agency since 2017.

Time Release Study (TRS)
Mr Amirul Irfan Rosli – Superintendent of Customs Corporate Planning Division

Mr Rosli has 11 years working experience with 4 years with customs. His experiences are mainly related to business development and procedural improvements. Besides that, he also has a solid research background which he is currently responsible for conducting research on systems and procedures of customs. One of the researches was the TRS, where he had successfully completed two TRS in 2018 and is currently carrying out two more TRSs in 2019. Recently (March 2019) he has pre-accredited as TOA of TRS.

Authorised Economic Operator (AEO)
1. Ms Joan LUA Leng Khim

Ms Khim is one of the pioneers in implementing Singapore’s domestic AEO programme, the Secure Trade Partnership (STP).  Joan played a key role in the joint validation phase of the various MRA negotiations, as the subject matter expert on the STP.  She was accredited as a WCO expert since May 2013.

2. Ms LIM Sok Pheng
Ms Sok Peng is one of the pioneers in implementing Singapore’s domestic AEO programme, the Secure Trade Partnership (STP).  Sok Peng was part of the negotiating team in Singapore’s various Mutual Recognition Arrangements (MRAs) and took charge of operationalising the MRAs, including IT system enhancements to recognise foreign AEO codes and grant lower risk scoring to foreign AEOs.  She was accredited as a WCO expert since May 2013.

3. Mr Jeremy ANG Yi Jun
Mr Jeremy promotes the awareness of Singapore’s AEO programme, the Secure Trade Partnership (STP) and processes the STP applications of companies, as one of Customs Account Managers.  He also was involved in the Mutual Recognition Arrangements (MRAs) negotiations and joint validations with partner Customs Administrations.  He was accredited as a WCO expert since July 2015.

Single Window
1. Mr Desmond CHIA Chee Pheng
Mr Desmond has over 15 years of experience in Customs documentation and facilitation.  He was also a member of the project team that oversaw 2 version updates of Singapore’s national single window system, TradeNet in 2007 and 2012.  Desmond was a Senior Trainer of the Singapore Customs Academy from 2012 to 2017.  He was accredited as a WCO expert since August 2014.

2. Mr Donald TAN Chor Suan
Mr Donald has more than 10 years of experience in various portfolios across Singapore Customs.  He also spent 3 years as a Technical Attache in the World Customs Organisation’s Procedure & Facilitation Sub Directorate, supporting the Single Window and Data Model topic. He was accredited as a WCO expert since September 2016.

Ms Chantamat Toempornvitit – Customs Technical Officer

Ms Toempornvitit has experience in the Regional “Train-the-Trainers” Workshops on the Implementation of ASEAN Harmonized Tariff Nomenclature (2016), the representative to the Customs Procedures & Trade Facilitation Working Group (CPTFWG) meetings (2017 – present), and lecturer to the national workshop of HS2017 Implementation (2017 – present).

Strategic Trade Control (STCE), Customs Security Plan, and Risk Assessment
Mr Kansakol  Indrasawat – Chief of Investigation and Suppression Sub-Division
Mr Indrasawat is the WCO Strategic Trade Control Enforcement (STCE) Expert Trainer Certification Event (Train the Trainer), and lecturer to the national workshop of STCE.

Mr Techaphit Techakosit

Mr Techakosit is working in AEO Division since 2013, participated in the Regional Accreditation Workshop for Customs experts in the area of the AEO Implementation (November 2014). He is a part of AEO Validation Team and took part in the joint validation of Thailand MRAs. Furthermore, he is a resource person to present the AEO scheme for private sectors and business association.

Viet Nam

Diagnostic Framework for Capacity Building
Mr Nguyen Nhat KHA – Deputy Director of Supervision and Control Department

Mr KHA has been working in Customs for 22 years, in Customs reform and modernization as the Deputy Director of Customs reform and modernization board, and in Customs supervising and controlling as Deputy Director of Supervision and Control department. He has been accredited as the WCO expert in diagnosing capacity building framework since 2005.

Strategic Trade Control Enforcement (STCE) 
Mrs Dang Thi Quynh
Mrs Quynh has 10 years of experience in training professional knowledge for customs officials in Vietnam Customs School. As a lecturer of Vietnam Customs School, she participated and completed a training course of WCO in strategic trade enforcement (STCE) in 2018.
