Qualification of Regional Expert

The Regional Expert should have qualifications as follows:
1)            should be recognised of his/her expertise and being recommended by the respective Customs Administration;
2)            should have received the relevant training from the accredited institutions (including Customs Academy/Training Center); and/or preferably have experience in delivering a lecture; or have (mastering) the knowledge gained by implement/develop/maintain key issues/initiatives/strategies in his/her respective country, e.g Single Window and other Customs related tools, proven by his/her track record; and
3)            has the competency in English.

Expert who has qualified as the WCO Pre-Accredited Expert shall be included in the List Regional Expert.

Mrs. Ouk Chansopheap has been involved in customs matter for 10 years. She has been accredited as WCO Expert Trainer in area of HS Classification in November 2018.

Data Analytics Mr. Chamroeun San Deputy Chief of Data and Statistics Office

Mr. Chamroeun San has joined the General Department of Customs and Excise of Cambodia since 2014. His career has been dedicated to advancing customs modernization, beginning with the development of customs automation systems and, since 2019, expanding into the field of customs data and statistics management. In April 2025, he was accredited by the World Customs Organization (WCO) as the first WCO Expert on Data Analytics.

Risk Management Mrs. Sreya Hong

Mrs. Sreya Hong has been working for the GDCE since 2014 and been involved with customs risk management at the operational and policy level for over 5 years. Currently, she is a Deputy Chief of Administration and Management Office at Sihanoukville International Port Customs and Excise Branch and a Risk Management Specialist in the GDCE’s Steering Committee for the Modernisation Project on Risk Management. She has been working directly with international experts and other relevant GDCE departments to reform customs risk management policies and procedures to meet international standards and best practices. Her professional experiences and research areas are centred on risk management, customs control, strategic trade control enforcement, women’s empowerment and gender equality, and international affairs.

In 2021, Sreya has been recognized as a WCO Expert Trainer on Container Control Programme; and in November 2022, she has been Pre-Accredited as a WCO Expert on Risk Management. Sreya is a WCO fellow, conducting research in the field of risk management, in the WCO 82^nd Fellowship Programme. She was awarded a New Zealand scholarship and graduated a Master of Public Policy with merit from Victoria University of Wellington in 2019.

Intellectual Property Rights Mr. Noey Tre Deputy Chief Office of the Department Planning and Techniques

Mr. Noey Tre has been working with Cambodia Customs for 10 years, gaining expertise across various fields of Customs Techniques, including Customs Valuation, the Harmonized System, Rules of Origin, and Intellectual Property Rights (IPR). He is currently a member of the IPR unit, which is responsible for developing policies and regulations regarding IPR border enforcement within Cambodia Customs. He has been obtained World Customs Organization Scholar in 2010, with strong professional focus in Public Finance and International Customs Law and Master degree from Graduated Institute for Policy Studies – Tokyo Japan. His experiences mainly related to Customs Valuation. He has also been team leader conducting research and compiling valuation database at Tanjung Priok Customs and Excise Prime Office. Ms. Santi has been working for DGCE for over 20 years. She is currently worked as Head of Medium Customs and Excise Regional Office of East Kalimantan. Mrs Nurlaeni has 20 years working experiences in customs administration related to international customs and trade as well relations. Ms R. Eha Salhah
Ms Salhah has been working for DGCE for 22 years and her experiences are mainly related to customs procedures and classification. Since 2018 she has been worked as a permanent lecturer in Indonesia Customs and Excise Education Training Center-Jakarta. Malaysia

Single Window Dr. Ramlah Mukhtar Senior Assistant Director of Customs I, Customs Division

Dr. Ramlah has been working for RMCD for 27 years. Currently, she is the Head of Import Unit, responsible for monitoring and managing the implementation of import, transit and transhipment formalities or procedures for effective customs clearance and efficient border control. She is also responsible as the Chair of ASW Technical Working Group for ASEAN single window project. She has also been involved in the relevant initiatives under WTO TFA commitment. She has been pre-accredited as single window expert since 25 June 2018.

Time Release Study (TRS) Mr. Amirul Irfan Rusli Superintendent of Customs Corporate Planning Division

Irfan is an experienced strategist especially in business process development and improvement. He is currently stationed in the Section for Systems and Procedures Research, and he is a resource officer in conducting various studies, mainly in customs facilitation initiatives. Since 2018, he has successfully completed 10 TRSs internally. Armed with experience and expertise, he has been accredited as an expert or Technical and Operational Advisor in TRS by the WCO since 2019. Since then, he has helped many member countries in conducting TRS such as Samoa, Uzbekistan, Maldives, and Bangladesh.

Rules of Origin (ROO) Ms. Siti Khadijah Mohd Noor Senior Assistant Director of Customs, Rules of Origin Unit, Customs Division, RMCD HQ

Siti Khadijah has joined Royal Malaysia Customs Department since 2009 and experienced in import export matters for 10 years. She started to specialise in Rules of Origin from 2016 and had joined multiple trainings in Malaysia and internationally. She has the experience in training Malaysian Customs officer. She was also a trainer in a workshop for Indonesia Customs.

After the workshop for Indonesia Customs in November 2018, she was awarded as WCO Accredited Trainers in Rules of Origin. She also represented RMCD in a few FTA negotiations and sub-committee on ROO meetings.

Rizalino Jose C. Torralba is a seasoned customs official currently serving as Collector of Customs VI at the Manila International Container Port. He holds a Master’s degree in Business Administration from the International Academy of Management and Economics (1999–2001) and a Bachelor’s degree in Computer Science from AMA Computer College (1982–1999). His career in customs spans various leadership roles, including District Collector at both the Port of Manila and Manila International Container Port, where he managed the collection of duties and taxes, supervised personnel, and coordinated with stakeholders to resolve conflicts within port jurisdictions.

He has also served as Acting Deputy Collector for Assessment, Acting Chief of the Formal Entry Division, and held positions as Customs Operations Officer V (Appraiser) and Customs Operations Officer III (Examiner). These roles involved overseeing assessment functions, supervising examination of imported goods, and ensuring compliance with customs laws and regulations. Torralba’s contributions have been recognized through multiple commendations, including a Certificate of Commendation from the Commissioner (September 2023), and Certificates of Recognition and Appreciation from the Export Development Council and the ASW Steering Committee (December 2023). For the past six years, he has been engaged in private practice as a Licensed Customs Broker. His deep understanding of customs regulations and procedures has enabled him to provide effective and efficient customs clearance services to his clients before.

In addition to his private practice, he has also excelled in academia as a College Professor. Over the course of eight years, he has taught Tariff and Customs Laws as well as International Trade Agreements to aspiring customs professionals. His passion for teaching and mentoring has helped numerous students build a strong foundation in the field.

His career in government service spans ten years, during which he has held key positions in various Customs Offices. As an Acting Chief, Head, or OIC, he has managed critical departments such as the Warehousing Assessment Unit, Liquidation and Billing Division, and Customer Care Center. His leadership and expertise have contributed to smoother operations and improved service delivery.

Recognized for his proficiency in the field, he has been a part of the Bureau of Customs Pool of Trainers for eight years. He has a wide range of work experiences to include designations and assignments in the different areas of customs operations like working with bonds division as acting chief, Garments and Textile Manufacturing Bonded Warehouse Division as Officer-in- Charge, Customs Postal Office, and Warehousing Audit and Monitoring Unit (WAMU). He also worked with the Intelligence and enforcement Group.

He is also a member of the DRAFTING TEAMS of various CMTA Implementing Rules and Regulations, that is CAO in Customs Facilities and Warehouses (CFW), CAO on SECURITY, CAO on Duty Free Philippines and the latest is the Amendatory CAO on Customs Bonded Warehouse.

He is also one of the national experts of the BOC, a lecturer on warehousing, customs bonded warehouse and customs facilities and warehouses. Authorised Economic Operator (AEO)
1. Ms Joan LUA Leng Khim
Ms Khim is one of the pioneers in implementing Singapore’s domestic AEO programme, the Secure Trade Partnership (STP). Joan played a key role in the joint validation phase of the various MRA negotiations, as the subject matter expert on the STP. She was accredited as a WCO expert since May 2013.

2. Ms LIM Sok Pheng
Ms Sok Peng is one of the pioneers in implementing Singapore’s domestic AEO programme, the Secure Trade Partnership (STP). Sok Peng was part of the negotiating team in Singapore’s various Mutual Recognition Arrangements (MRAs) and took charge of operationalising the MRAs, including IT system enhancements to recognise foreign AEO codes and grant lower risk scoring to foreign AEOs. She was accredited as a WCO expert since May 2013.

3. Mr Jeremy ANG Yi Jun
Mr Jeremy promotes the awareness of Singapore’s AEO programme, the Secure Trade Partnership (STP) and processes the STP applications of companies, as one of Customs Account Managers. He also was involved in the Mutual Recognition Arrangements (MRAs) negotiations and joint validations with partner Customs Administrations. He was accredited as a WCO expert since July 2015.

1. Mr Desmond CHIA Chee Pheng
Mr Desmond has over 15 years of experience in Customs documentation and facilitation. He was also a member of the project team that oversaw 2 version updates of Singapore’s national single window system, TradeNet in 2007 and 2012. Desmond was a Senior Trainer of the Singapore Customs Academy from 2012 to 2017. He was accredited as a WCO expert since August 2014.

2. Mr Donald TAN Chor Suan
Mr Donald has more than 10 years of experience in various portfolios across Singapore Customs. He also spent 3 years as a Technical Attache in the World Customs Organisation’s Procedure & Facilitation Sub Directorate, supporting the Single Window and Data Model topic. He was accredited as a WCO expert since September 2016.
